No debate needed ;-)

The picture portrayed by the author is not at all true. It looks like a part of the hushed war going on between Delhi and Mumbai. I am from Delhi and I am not like this, I have friends, most of them are females, who live here and comes from different backgrounds and society.  Believe me dude, they do not have any of the problem you mentioned. 
If you look at Delhi’s development in last 10 years, you will get to know why so many allegations are arising on Delhi. The writer who even declared what should be punishment of Delhi did not even think about the fact that if India is our mother, Delhi being a part of it is nothing less than that. The Delhi which looks like a cancer to the dear author have survived each attack on it with bravery and never shown its wounds to anyone.
Our ‘unsafe’ Delhi is little India to us, daily thousands of bihari/bhaiyaas from UP and Bihar travel to our Delhi and guess what, unlike ‘safe’ Mumbai, nobody have a problem with the fact that people from a specific region comes to our city and nobody will beat the hell out of poor taxi walas and hid when terrorists attack the city. Still, I guess you are right, we do not have any culture and that is what makes us special, at least nobody can kill/beat/hit someone on the name of region.in Delhi,   Neither we need to learn Marathi nor any other regional language, we can talk  in Hindi, English and our regional language with fluency. 
Let’s come to safety part now. In Delhi, valentine day is much safer than Mumbai, no ‘Bajrang dals’ and no Bal Thakrey’s Shiv Sena.  And…in Delhi, No police man rapes women in police booth, I guess you forgot that? Don’t you? 
Why should we only talk about women safety, boys are equally precious, aren’t they? Nobody in Delhi will let 30 people kill a young boy, our so called bad boys, JAATS and SARDARS will help him. We do not allow any ‘bhai giri’ or ‘dada giri’ here, so streets are much safer than Mumbai. I don’t even want to talk about national security, when your so call mumbaikars were sitting in their home watching TV, our black cat commando’s from Delhi went to help you when terrorists attacked Mumbai.

Ok. Now let’s come to corruption, do you know, Suresh Kalmadi did his studies in Pune, Maharashtra? I guess he learnt corruption from there only.
The problem is that Delhi is emerging as a leader in the country and our youth is much more determined in making it a success story. I know how you must be feeling when stories of all films suddenly shifted from Mumbai to Delhi. Delhi 6, Delhi Belly, Band Baja Baraat, Vicky Donor and many more. 
And a last piece of advice, whenever you read about any crime in NCR; make sure you read correct location of the crime as well. For your kind information, Gurgaon and Noida don’t come under Delhi authorities or police and 99 % of the crimes are done by people from nearest villages and town.
Whatever I wrote above, is not an excuse.  We do have problems and we are ready to accept and eliminate them. History witnessed how a Marathi maanush ‘Anna Hazaare’ was supported in Delhi and so called sons of Shivaji’s were sitting in their home eating vada pao, when he was dying of hunger. Just don’t talk about corruption dude, come in the battle field to eliminate it.
